I don't know of any free programs, but I know Flash MX can do it.

Ulead GIF Animator is great too. It's not free, but I don't think it's that expensive.

It came with my copy of video studio 6, I think. Both are on my old computer though.

i had a program on my pc that did it coz i made a few of my b/ball clips into .gif's although they turn out to be like 2mb.... ithink 'AnimateIT' .. COULD Have been the name
